Canadian Reciprocal Arrangement Agreement

WSMC maintains a reciprocal arrangement agreement with the Western Canada Marine Response Corporation (WCMRC) for the mutual benefit of WSMC and WCMRC members. This facilitates WSMC and WCMRC members meeting the oil spill contingency plan requirements of the Canada Shipping Act and the WA State Oil Spill Contingency Plan regulations, respectively.

WSMC Vessels Outbound the Strait of Juan de Fuca in CAN Waters. WSMC covered vessels that have only called on US ports and are outbound the Strait of Juan de Fuca in CAN waters must have a WCMRC Juan de Fuca membership agreement on file with WCMRC to receive coverage under this agreement. This enrollment provides the WSMC vessel coverage by WCMRC for the purposes of compliance with Canadian regulations and in the event of a spill incident while in Canadian waters of the Strait of Juan de Fuca. This agreement only entitles the vessel to coverage while transiting the Canadian waters of the Strait of Juan de Fuca and does not permit the vessel to call at a Canadian port or to transit any other Canadian waters. WCMRC fees for this limited purpose are waived. WCMRC Vessels Inbound the Strait of Juan de Fuca in US Waters. WCMRC covered vessels that are bound only for Canadian ports and are inbound the Strait of Juan de Fuca in US waters must have a WSMC Enrollment Agreement and Schedule of Vessel Information, as described in the WSMC Enrollment web page, to receive coverage under this agreement. This enrollment provides the WCMRC vessel coverage by WSMC for the purposes of compliance with WA state regulations and in the event of a spill incident while in US waters of the Strait of Juan de Fuca. This agreement only entitles the vessel to coverage while transiting the US waters of the Strait of Juan de Fuca and does not permit the vessel to call at a US port or to transit any other US waters. WSMC fees for this limited purpose are waived. These vessels are not required to have a USCG Vessel Response Plan (VRP). However, they must have the appropriate Certificate of Financial Responsibility (COFR).
