State law requires that prior to entering Washington waters, passenger, cargo, fishery, and other commercial vessels of 300 gross tons or more and all tank vessels and barges in commercial service must have an approved oil spill response plan and equipment available in the event of an oil spill.
In order to receive the benefits of our oil spill contingency plan coverage, your vessels must be enrolled under the WSMC Vessel Enrollment Agreement. Instructions and the enrollment form can be found below.
When enrolling tank vessels or tank barges: If MSRC is a checked OSRO then it is important that the MSRC Authorized Representative (AR) letter designating WSMC as an "Authorized Representative" be submitted. This will permit WSMC to immediately access MSRC resources, as needed, in the event of an oil spill emergency on behalf of the Covered Vessel. Please download WSMC_MSRC_AR_LETTER.pdf below.
Note: Requirement for the MSRC AR letter has been discontinued for non-tank vessels until further notice.
